The specific objectives with regard to HIV/AIDS coverage in the media are to:
  • Prepare and distribute a Media Manual on HIV/AIDS
  • Increase coverage of HIV/AIDS in the media
  • Improve quality of HIV/AIDS coverage
  • Sensitise media persons to HIV/AIDS issues and perspectives

  • Acquaint media persons with the world of People living with HIV/AIDS
  • Focus attention on policy
  • Focus attention on the practice of good governance
  • Focus attention on gender and diversity/ discrimination issues
  • Introduce media participants to technical and epidemiological inputs
  • Introduce media persons to international expertise and opinion
  • Have cross-cultural learning reflected in published or broadcast content
Media practices and functioning will benefit because the Project will:
  • Provide a model for the development of editorial policy
  • Target print, radio and television professionals
  • Enhance their professional skills
  • Focus attention on policy and issues
  • Focus attention on stigma, discrimination and rights
  • Expose media practitioners to the concepts of good governance as a framework
  • Acquaint media persons with technical and research-based inputs
  • Debate and discuss ethics in media
  • Set down a code of good media practices
  • Introduce participants to digital media and new technologies where appropriate
  • Create and foster international linkages
  • Support international assignments and knowledge of EU institutions

The social objectives are to:

  • Create greater awareness of the implications of the HIV/AIDS epidemic
  • Sensitise readers and audiences to People Living with HIV/AIDS
  • Contribute to de-stigmatising HIV/AIDS and ending discrimination
  • Focus on the principles of Good Governance

Quantified objectives of EU-I-MIHA activities are to:

  • Produce a Media Manual on HIV/AIDS in 2005 and revise/update it in 2006
  • Hold 12 workshops on HIV/AIDS and Good Governance – four each for Print, Radio and Television
  • Upgrade skills of 48 print media professionals
  • Upgrade skills of at least 32 radio professionals
  • Upgrade skills of at least 32 television professionals
  • Interact with at least 20 editors
  • Hold seminars for at least 200 journalism students
  • Award 12 journalists
  • Catalyse the publication or transmission of 112 (likely to be much more) reports/ programmes that reflect cross-cultural learning and influences
  • Provide awardees with support for international research/ assignments in the EU
  • Create substantial visibility for the project

The major target group is the Indian media – Print, Radio and Television. This programme is aimed at three levels of the media:
  • Editors, who play a crucial role in editorial policy
  • Reporters/ feature writers/ programme makers
  • Journalism students

The number of direct beneficiaries from this Project will be:

  • 12 awardees who will visit the EU on international assignments
  • 48 print media reporters/ feature writers as participants in the workshops
  • 32 radio reporters/ programme makers
  • 32 television reporters/ programme makers
  • 200 journalism students

Outside the media, the following will also be indirect beneficiaries:

  • People Living with HIV/AIDS
  • Readers and radio/ television audiences, who will benefit from greater levels of awareness

The major activities to be undertaken during the EU-India Media Initiative on HIV/AIDS (EU-I-MIHA) include:
  • Publication and Distribution of Media Manual on HIV/AIDS for India, 2005 & 2006
  • Workshops – four each for Print, Radio and Television journalists
  • Seminars for Journalism Students
  • Awards Scheme

The workshops will provide inputs on refining and upgrading journalistic skills. Much of this will be done in a media-specific manner, but the themes that cut across media will be:

  • Promoting proactive investigation and research
  • Increasing issue-based reporting
  • Adding technical and socio-cultural inputs
  • Adding a human rights perspective
  • Humanising the statistics
  • Demystifying the epidemic
  • Presenting and interpreting public opinion
  • Presenting a holistic picture
  • Advocating accountability and responsibility
 

In addition, there will be sessions that acquaint media persons with the basic facts and information on HIV/AIDS, sensitisation sessions, etc. The concepts that will be discussed include:

  • Good Governance
  • Gender issues
  • Stigma and discrimination
  • Human rights
  • Sensationalism and audience response
  • Good media practices
